Reliability Score = weighted average of four factors, each measured from live sources:

Coverage (25%) — line coverage % of packages/validation-engine (Steward-measured, Wave 0)
Mission Suite (25%) — pass/fail of mission-tests (Wave 1)
Test Pass-Rate (30%) — % of all tests passing across the suite (Wave 0)
Open P0 (20%) — inverse of open P0 finding count from AQOS (AQOS live; 0 P0s = 100 contribution, 10+ P0s = 0)

Waves 3–6 will light up security (pen-test findings), performance (budget violations), and pgTAP audits to complete the picture.
